Import a distributor statement through raw evidence, canonical normalisation and exact ISRC matching in one transaction.

End-to-end import. The original statement is appended to its immutable raw_* table, normalised into royalty_import_line, and matched by exact ISRC. Genuine duplicate rows inside a statement are preserved. Re-uploading the exact same file is blocked.
